The Construction Arbitration Centre Asia Pacific (CACAP) is a specialist, independent, not-for-profit dispute resolution institution providing comprehensive dispute resolution services for construction and infrastructure disputes across the Asia-Pacific region. As its founding Chairman, Neil Kirkpatrick established the Centre together with a group of highly capable practitioners from across the Asia-Pacific region and has led the development of its substantial institutional framework — encompassing published rules for arbitration, expedited arbitration, expert determination, mediation and dispute boards, together with model agreements, nomination and appointment procedures, an accreditation programme for practitioners, a code of professional and ethical conduct, and a published schedule of fees.

Under his leadership, the Centre has been established as a practitioner-led, not-for-profit institution governed by its own Executive Council. The Centre's principal office is located in Bangkok, Thailand, with regional representatives across several countries, and proceedings are conducted in English. CACAP was founded on the principle that construction and infrastructure disputes require specialist knowledge, and that the selection of qualified, independent and impartial practitioners is essential to the integrity of dispute resolution processes. The Centre maintains panels of qualified, independent and impartial practitioners specialising in construction and infrastructure matters across multiple jurisdictions.

A Practitioner-Led Institution

The shared vision of the Centre's founding practitioners was to establish an institution governed by those with direct experience in construction and infrastructure disputes — not by administrators remote from the discipline. Under Neil Kirkpatrick's stewardship as founding Chairman, the Centre and its practitioners have assembled an Executive Council of experienced construction, engineering, law and dispute resolution professionals and developed a comprehensive suite of dispute resolution rules, procedures and model agreements. The Centre's accreditation programme ensures that all panel members meet rigorous professional standards and maintain ongoing competence across the region.
